2. File > Download > PDF document (.pdf).
3. The file downloads instantly with formatting, headings and links intact.

Via print

Ctrl+P then pick "Save as PDF" — useful when you want to fine-tune margins and headers from the print dialog itself.

Arabic tips

Google Docs handles Arabic well; after download make sure the chosen font (e.g. Cairo or Tajawal from Google Fonts) exists on your machine so previews match. If letters appear disconnected in old desktop apps, the problem is the app — the PDF stores the correct shaping.
